Newfoundland Premier Clyde Wells was a vocal opponent to the Meech Lake Accord, which Canadian Prime Minister Brian Mulroney strongly supported. Aware that public opinion was on his side, Wells challenged Mulroney to call a referendum and allow Canadians to vote on the Accord. Mulroney refused.
