Canadian Prime Minister Mackenzie King (seated left), his advisor Dr. O.D. Skelton, and two unidentified men at the signing of the British Commonwealth Air Training Plan agreement in December 1939. The British Air Ministry devised the plan to recruit and train additional airmen from the Dominions.
