A group of school and pre-schoolchildren at Haystack, 1942
About 25 per cent of all school-aged children in Newfoundland and Labrador did not attend class regularly according to the 1935 Census. On 1 September 1942, the Commission of Government made education compulsory for all children between the ages of seven and 14 when it passed the School Attendance Act.
