L.E. Emerson, Commissioner for Justice and Defence, ca. 1940s

In January 1941, Newfoundland and Labrador Commissioner for Justice and Defence L.E. Emerson traveled to London to attended negotiations for the Leased Bases Agreement. Also present was J.H. Penson, Finance Commissioner.
