May it please Your Majesty In obedience to Your Majestys Commands signified to us by the Right Honorable Lord George Germain one of your Majestys principal Secretaries of State. We have prepared and herewith humbly beg leave to lay before Your Majesty the draught of an additional Instruction to Richard Edwards Esquire Governor of Newfoundland directing his observance of four Acts passed in the fifteenth, eighteenth, & nineteenth Years of Your Majestys Reign for the encouragement of the Fisheries and for extending the Trade of Ireland to Your Majestys Colonies & Plantations in America Which is most humbly submitted
